Luas Cork EPR Submissions Report Published

Luas Cork would like to extend their sincere thanks to everyone who participated in the Non-Statutory Public Consultation (NSPC) on the Emerging Preferred Route (EPR) for Luas Cork. Your engagement and thoughtful submissions have played a vital role in shaping the future of this transformative transport project.

Today, Luas Cork are pleased to announce the publication of a report on the consultation. The report presents a summary of the submissions made during the consultation, which was delivered by Transport Infrastructure Ireland (TII) in collaboration with the National Transport Authority (NTA). The consultation ran from 14 April to 9 June 2025 and was officially launched by An Taoiseach, Micheál Martin.

Over the eight-week consultation period, 1,003 submissions were received. The report outlines how the consultation was conducted, the extent of public participation, and the key themes and sentiments expressed.

Every submission has been read and studied by the project team; selected submissions have been quoted in the report to reflect the range of views received. TII and the NTA are committed to a transparent process of public engagement, and Luas Cork would like to thank everyone who made a submission. A diversity of perspectives strengthens the design process and ensures a more inclusive outcome.

Since the consultation closed, the points raised have been the subject of detailed discussion and consideration. The goal is to proceed with the development of a Preferred Route, which Luas Cork aim to publish in the first quarter of 2026. This will be followed by another public consultation, offering a further opportunity for feedback.

In the meantime, Luas Cork will continue to meet, talk, and listen to everyone affected by the route or potential changes.

The full report is now available to read and download at www.luascork.ie, where you can also find further updates as the project progresses. If you would like to share further feedback or get in touch with the project team, you can reach them at  or 1800 777 321.
