Minister Calleary announces publication of the review of the first
10 language plans under the language planning process in the Gaeltacht
The Minister for Rural and Community Development and the Gaeltacht, Dara Calleary, TD, announced today (19 January 2026) that the review of the first 10 language plans under the language planning process has been published.
Under the Gaeltacht Act 2012, the Minister for Rural and Community Development and the Gaeltacht must complete a review of language plans. As a result of a request from the language planning community itself, the first review of the process has been an independent one, undertaken by the company, Barr Feabhais Teo.
Barr Feabhais Teo. undertook research and consultation with a wide range of organisations, Irish language lead organisations and stakeholders in the course of their work. A range of recommendations are included in the review published today, encompassing actions which will support language planning in years to come. The response of the Department of Rural and Community Development and the Gaeltacht to those recommendations is also being published today in tandem with the review.
It is worth noting that a significant number of recommendations are included in respect of which implementation has already commenced. These include matters emanating from the National Plan for Irish Language Public Services and from the Digital Plan for the Irish Language as well the provision of substantial additional financial supports by Minister Calleary’s Department in the areas of family transmission, early years, youth services and the arts, to name a few. Other recommendations are included which could prompt new measures as the second cycle of the language planning process approaches.
Dara Calleary TD, Minister for Rural and Community Development and the Gaeltacht, welcomed the publication of this review. He said:
“I would like to thank Barr Feabhais Teoranta, who undertook the review of the first 10 language plans, and all those who took part in the review process. Although the independent consultants have identified certain challenges, the findings clearly show that overall the process is proving successful. Many of the recommendations involve improving public services in the Gaeltacht and, to that end, I will be submitting the first Action Plan for Irish Language Public Services to Government this week. Having secured the largest ever increase for the Irish language and Gaeltacht sector in Budget 2026, an additional €3m will be invested in the process this year. Between this investment and the impact of the Action Plan, the coming period will see an acceleration of the process. The review published today will be of assistance in accomplishing this, as well as supporting the implementation of the second cycle of the language planning process.”

Tá fógartha ag an Aire Forbartha Tuaithe agus Pobail agus Gaeltachta, Dara Calleary TD, inniu (19 Eanáir 2026) go bhfuil an t-athbhreithniú ar an gcéad 10 bplean teanga faoin bpróiseas pleanála teanga foilsithe.
Faoi Acht na Gaeltachta 2012, is faoin Aire Forbartha Tuaithe agus Pobail agus Gaeltachta atá sé athbhreithniú ar phleananna teanga a chur i gcrích. Mar thoradh ar iarratas a tháinig ón bpobal pleanála teanga féin, tá an chéad athbhreithniú neamhspleách ar an bpróiseas curtha i gcríoch anois ag an gcomhlacht Barr Feabhais Teo.
Chuaigh Barr Feabhais Teo. i mbun taighde agus comhairliúcháin le réimse leathan eagraíochtaí, ceanneagraíochtaí Gaeilge agus páirtithe leasmhara agus iad i mbun a gcuid oibre. Tá réimse moltaí san athbhreithniú atá foilsithe inniu, a chuimsíonn gníomhaíochtaí a d’fhéadfadh tacú leis an bpleanáil teanga sna blianta amach romhainn. Tá freagra na Roinne Forbartha Tuaithe agus Pobail agus Gaeltachta ar na moltaí sin á bhfoilsiú inniu chomh maith.
Is fiú a nótáil go bhfuil líon suntasach moltaí san áireamh a bhfuil céimeanna glactha ina leith cheana féin, lena n-áirítear nithe a eascraíonn ón bPlean Náisiúnta um Sheirbhísí Poiblí Gaeilge agus ó Phlean Digiteach don Ghaeilge mar aon le tacaíocht subsantiúil atá ceadaithe ag Roinn an Aire Calleary i réimsí an teaghlaigh, na luathbhlianta, an óige, na n-ealaíon agus réimsí eile nach iad. Tá moltaí eile san áireamh a d’fhéadfadh gníomhaíochtaí úra a spreagadh agus muid ag dul i dtreo an dara timthriall den phróiseas pleanála teanga.
D’fháiltigh Dara Calleary, TD, Aire Forbartha Tuaithe agus Pobail agus Gaeltachta roimh fhoilsiú an athbhreithnithe seo. Dúirt sé:
“Gabhaim buíochas le Barr Feabhais Teoranta, a d’ullmhaigh an t-athbhreithniú ar an gcéad 10 bplean teanga, agus leo siúd uile a ghlac páirt sa phróiseas athbhreithnithe. Cé go bhfuil dúshláin áirithe aitheanta ag na comhairleoirí neamhspleácha a thug faoin athbhreithniú, is léir ó na torthaí go bhfuil ag éirí go maith leis an bróiseas trí chéile. Baineann roinnt mhaith de na moltaí le feabhas a chur ar sheirbhísí poiblí sa Ghaeltacht agus, chuige sin, beidh mé ag tabhairt an chéad Plean Gníomhaíochta um Sheirbhísí Poiblí Gaeilge faoi bhráid an Rialtais an tseachtain seo. Tar éis dom an t-ardú is mó riamh a fháil d’earnáil na Gaeilge agus na Gaeltachta i mBuiséad 2026, beidh €3m breise á infheistiú sa phróiseas i mbliana. Idir an infheistíocht seo agus tionchar an Phlean Gníomhaíochta, cuirfear borradh faoin bpróiseas sa thréimhse atá amach romhainn. Is cinnte go mbeidh an t-athbhreithniú seo ina chabhair chuige sin agus go dtacóidh sé le feidhmiú an dara timthriall den phróisis pleanála teanga.”
