Seolann an tAire Calleary CLÁR 2025

Inniu (Dé hAoine, an 4 Aibreán), sheol an tAire Forbartha Tuaithe agus Pobail agus na Gaeltachta, Dara Calleary TD, CLÁR 2025. Méadaíodh an buiséad do chlár na bliana seo go €11 mhilliún.

Faoin tionscnamh, cuirfear maoiniú ar fáil thar thrí bheart:

  1. Forbairt áiseanna agus saoráidí pobail lena n-áirítear áiseanna spóirt, clubanna óige, spásanna do dhéagóirí, áiteanna súgartha, gairdíní céadfacha, rianta siúlóide agus go leor eile.
  2. Tacaíocht d’iompar pobail amhail tacaíocht do chúram ailse, chéad fhreagróirí pobail, feithiclí béilí ar rothaí, nó do dhaoine a bhfuil a soghluaisteacht laghdaithe.
  3. Maoiniú saincheaptha dár bpobail oileán amach ón gcósta faoin mbeart sonrach ‘Ár nOileáin Bheo’.

Tá an leibhéal maoinithe d’áiseanna agus saoráidí pobail méadaithe ó €50,000 go €65,000, le rogha nua i mbliana d’údaráis áitiúla iarratas a dhéanamh ar mhaoiniú suas le €100,000 le haghaidh 2 thionscadal ar scála níos mó.

Chun tuilleadh tacaíochta a thabhairt do cheantair na Gaeltachta, beidh cead ag údaráis áitiúla iarratas amháin breise a chur isteach i mbliana maidir le háis phobail i gceantar Gaeltachta. 

Ag fógairt sonraí an chláir inniu, dúirt an tAire Calleary:

“Cuirtear maoiniú ar fáil faoi CLÁR le blianta fada chun ár bpobail tuaithe a fhorbairt agus a thacú chun iad a dhéanamh níos acmhainní, agus níos mealltaí le maireachtáil iontu, le hoibriú iontu agus le cuairt a thabhairt orthu.

“Cuirtear CLÁR in oiriúint do riachtanais na bpobal. Tar éis athbhreithniú a dhéanamh ar na bearta incháilithe don bhliain seo, is cúis áthais dom an cúnamh deontais iomlán in aghaidh an tionscadail a mhéadú agus cead a thabhairt do thionscadail suas le €100,000 a dhéanfaidh difear fíor agus inláimhsithe do phobail.

“Chuir mé soláthar sonrach ar fáil freisin do thionscadail Ghaeltachta a thugann tacaíocht spriocdhírithe do na pobail seo in éineacht lenár mbeart oileánda.”

Ag labhairt ag an seoladh, dúirt an tAire Stáit um Fhorbairt Pobail, Carthanas agus Iompar Tuaithe, Jerry Buttimer TD:

“Cuireadh breis is €84 milliún ar fáil faoi CLÁR ó tugadh isteach arís é in 2016. Ceadaíodh os cionn 2,700 tionscadal le linn na tréimhse sin agus tá pobail ar fud na tíre ag baint sult as na buntáistí a thug an CLÁR dá bpobal.

“Chonaiceamar tábhacht ár n-áiseanna pobail i mbliana agus, faoi CLÁR, tabharfar tacaíocht bhreise dóibh seo i gcuid de na ceantair is tuaithe atá againn.”

Mar fhocal scoir, dúirt an tAire Calleary:

“Ar aon dul le gealltanas i gclár an Rialtais, chuir m’oifigigh tús le hathbhreithniú ar incháilitheacht CLÁR. Tá súil agam go mbeidh mé in ann na réimsí atá incháilithe faoin gclár a leathnú in 2026 tar éis toradh an athbhreithnithe sin a mheas.”

Minister Calleary launches the CLÁR 2025 programme

  • €11 million available to further build resilience of rural communities
  • Focus on community facilities and amenities
  • Continued support for vehicles for first responders, meals on wheels and cancer care transport
  • Targeted support for island communities and extra funding for Gaeltacht areas

Minister for Rural and Community Development and the Gaeltacht, Dara Calleary TD, has today (Friday, 4th April) opened the 2025 CLÁR programme for applications. The budget for this year’s programme has increased to €11 million.

Under the initiative, funding will be provided across three measures:

  1. Development of community facilities and amenities including sports facilities, youth clubs, teenage spaces, playgrounds, sensory gardens, walking tracks and much more.
  2. Support for community transport such as cancer care support, community first responders, meals on wheels vehicles, or for persons with reduced mobility.
  3. Tailored funding for our offshore island communities under the specific ‘Our Living Islands’ measure.

The level of funding for community facilities and amenities has increased from €50,000 to €65,000, with a new option this year for local authorities to apply for funding of up to €100,000 for 2 larger scale projects.

To further support Gaeltacht areas, local authorities will be permitted to submit one extra application this year in respect of a community facility in a Gaeltacht area. 

Announcing the details of the programme today, Minister Calleary said:

The CLÁR Programme has for many years provided funding to develop and support our rural communities making them more resilient, and more inviting places to live, work and visit.

“The CLÁR programme continues to adapt to the needs of communities. Having reviewed the eligible measures for this year, I am delighted to increase the overall grant aid per project and to allow for projects of up to €100,000 which will make a real and tangible difference to communities.

“I have also added specific provision for Gaeltacht projects which, alongside our island measure, provides targeted support to these communities.”

Also speaking at the launch, Minister of State for Community Development, Charities and Rural Transport, Jerry Buttimer TD, said:

“The CLÁR programme has provided over €84 million since it was reintroduced in 2016. Over 2,700 projects have been approved in that timeframe and communities nationwide are enjoying the benefits that the CLÁR programme has brought to their community.

“We have all seen firsthand this year the importance of our community facilities and, under the CLÁR programme, these will be further supported in some of our most rural areas.”

Minister Calleary concluded by saying:

“In line with the Programme for Government commitment, my officials have commenced a review of CLÁR eligibility. I hope to be able to expand the areas eligible under the programme in 2026 having considered the outcome of that review.”
